The Defense Commissary Agency (DeCA) is issuing a Commercial Solutions Opening to acquire a full‑service, omnichannel grocery platform (“DeCA2U”) that enables authorized patrons to shop online, receive real‑time inventory and pricing, pay with multiple tender types (including MILITARY STAR and SNAP EBT), and have orders fulfilled, delivered, or made available for curbside pickup across all CONUS, Alaska, Hawaii, and Puerto Rico commissary locations. The solution must meet rigorous cybersecurity and data‑privacy standards (SOC 2 Type 2, PCI DSS, FIPS 140‑3, USDA FNS) and be capable of integrating with existing DeCA retail systems. Phase 1 requires a solution brief outlining the commercial approach, capabilities, business model, period of performance, labor standards, installation‑access plan, and security measures. Selected vendors may proceed to subsequent phases and eventual contract award.
• Provide a unified web‑ and mobile‑app ordering experience with real‑time inventory, pricing, and recommendation features.
• Enable secure, multi‑tender payment processing (MILITARY STAR, SNAP EBT, credit cards, etc.) and comply with all applicable federal cybersecurity standards.
• Deliver end‑to‑end fulfillment services, including in‑store picking, order assembly, doorstep delivery, and curbside pickup, with tracking and reward mechanisms.
