OCONUS Commercial Solution Opportunity - Defense Commissary Agency

The Defense Commissary Agency (DeCA) is seeking innovative commercial approaches for an industrial temporary generator control solution at the Central Distribution Center on Ramstein Air Base, Germany. The goal is to leverage industry best practices and modern technologies to improve reliability, accountability, and overall service quality for the electrical backup power system. The project involves building and installing temporary generator controls for two existing Cummins generators. Interested vendors should submit their Commercial Solution Proposal, which will undergo evaluation. Key considerations include the ability to provide a temporary replacement for the existing generator control system, local generator control, higher-level/supervisory control, interface and communication with circuit breakers, and all required components for proper and reliable temporary operation. • The project requires a temporary solution to restore proper coordinated operation of the emergency power system until a permanent modernization or replacement is implemented. • The existing hardware is fully functional except for the generator control system. • The solution should include a mobile control system to solve the problem of frequency regulation. • The delivery time for the solution is approximately 10 weeks. • The contract will be structured as a fixed-price contract.
