The Defense Commissary Agency (DeCA) is issuing a Commercial Solutions Opening (CSO) under DFARS 212.70 to modernize its overseas commissary operations. Vendors may submit solution briefs for commercial‑grade products, services, or technologies that improve the commissary benefit, reduce costs, and mitigate fraud. Awards will be fixed‑price contracts, with individual “Calls for Solutions” (C4S) posted under the parent CSO ID HQCAAA2702. The CSO remains open until 30 September 2031, and each C4S will set its own deadlines and evaluation criteria.
