Description
The FHWA’s Build America Bureau is conducting market research to identify qualified real‑estate appraisal firms that can provide USPAP‑compliant valuation services for a wide range of infrastructure‑related assets (highway, transit, rail, ports, aviation, TOD, etc.). The anticipated work includes pre‑closing appraisal reviews, comprehensive appraisal reports (as‑is, as‑complete, as‑stabilized values plus net liquidation values), market feasibility and absorption studies, post‑closing portfolio re‑valuations, and ad‑hoc strategic guidance. Tasks will be ordered via task orders under a future IDIQ or BPA; firms must demonstrate federal appraisal expertise, certifications (USPAP, UASFLA), experience with institutional lenders and government credit programs, and ability to cover national markets, including rural and secondary markets. The solicitation seeks input on draft scope, contract structure, pricing models, and potential barriers.
