Description

The New Mexico Health Care Authority is issuing an RFP for Regional Emergency Feeding Organizations (REFOs) to administer the Emergency Food Assistance Program (TEFAP) and a Fresh Produce Initiative across all 33 counties. The contract will require regional administration of USDA commodity foods, warehouse management or lease, distribution of food and fresh produce to local agencies, and provision of administrative services such as policy development, standards setting, and program evaluation. State funds will be allocated to support the purchase, packaging, and shipment of fresh produce to improve nutrition options at distribution sites. • Scope includes supplemental food services, warehouse management, food administrative services, food distribution, and warehouse rental/lease. • Vendors must comply with federal regulations (7 CFR 247, 250, 251) and manage logistics for both commodity and fresh‑produce items. • The solicitation opened August 20 2026 and proposals are sealed until September 17 2026, with no indicated award date.

Budget estimate

$500,000 – $5,000,000

No contract value is disclosed. Based on the statewide scope, the need to manage warehousing, logistics, and fresh‑produce procurement for 33 counties, and typical funding levels for TEFAP initiatives, a reasonable estimate would be between $0.5 million and $5 million over the contract term. Larger budgets would cover extensive warehouse space, transportation, staff, and fresh‑produce purchases, while smaller budgets would reflect a more limited regional rollout.
