Description

The State of Washington’s Department of Transportation is seeking a qualified contractor to de‑commission an existing underground fuel site at its Okanogan Maintenance Facility and replace it with an above‑ground storage tank (AST) mounted on a newly constructed concrete pad. The contractor must handle all permitting, removal, installation, inspections, and compliance work required for a public‑works fuel‑site project, and must possess a Washington State General Contractor license and relevant fuel‑site experience. • De‑commission and remove the current underground fuel system. • Install a new above‑ground storage tank and construct a supporting concrete pad. • Provide all necessary permits, inspections, and ensure compliance with state and federal regulations. • Demonstrate at least five years of similar construction experience and provide an 80 % performance bond. • Meet prevailing‑wage requirements and submit required certification and insurance documentation.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose an estimated contract value. Based on typical costs for de‑commissioning an underground fuel system, installing a medium‑size above‑ground storage tank (approximately 5,000–10,000 gallons), and constructing a reinforced concrete pad, total project costs in Washington are likely to range between $500,000 and $2,000,000. Factors influencing the final amount include tank capacity, site soil conditions, permitting complexities, and prevailing‑wage labor rates.
