Blue Bag Program

The County of San Luis Obispo is seeking a community service provider to administer the Blue Bag Program, an encampment trash cleanup program. The program aims to encourage those living in encampments to keep their areas clean and free of debris by providing weekly trash pickup. The selected provider will be responsible for managing and running the program, including identifying an encampment in the central area of the county, launching the program, and ensuring weekly trash pickup. The provider will also be responsible for purchasing supplies, creating and distributing informational documents, and connecting those living in the encampment with resources. • The program is currently being operated in Paso Robles by City of El Paso de Robles, and in Five Cities area by 5Cities Homeless Coalition. • The County would like to work with a community service provider to bring this program to the central area of the county for the 2026/2027 fiscal year. • The selected provider will be required to send monthly updates to the County, detailing the location of the program site, the amount of money spent on trash pickup, supplies, and personnel, and the amount of trash removed each week. • The provider will also be required to maintain insurance coverage, including commercial general liability, automobile liability, and workers' compensation insurance. • The full budget for the program shall not exceed $25,000 for the fiscal year 2026-2027.
