Request for Proposals for Pole Banner Installation Services (On-Call)

The City of Asheville is seeking a qualified contractor to provide on‑call pole banner installation, removal, repair, and maintenance services throughout the city. The contractor will work on city‑supplied hardware, maintain an electronic inventory and mapping system, and comply with both municipal and Duke Energy safety requirements. The contract is a one‑year base term with two optional one‑year renewals, and the work is performed on an as‑needed basis. • Install and remove city‑provided pole‑mounted banners and hardware (standard and spring‑loaded). • Perform repairs to hardware and post‑installation maintenance (e.g., smoothing/straightening). • Replace lost or stolen banners with customer‑supplied replacements. • Maintain an up‑to‑date electronic map and inventory of all banner locations, hardware, and display status. • Provide pole‑count data when requested by the City. • Follow City of Asheville policies and Duke Energy safety guidelines; work at heights and near energized poles. • Submit pricing on a per‑pole unit‑price basis; pricing is non‑confidential. • Required insurance, licensing, OSHA aerial‑lift certification, and MWBE participation (target 6.39%).
