Description

The State of Vermont is seeking a qualified developer to design, build, and lease a secure treatment facility for justice-involved youth. The facility should be approximately 22,000 square feet with an allowance for 10,000 square foot future expansion. The project requires a campus-style building environment to house two youth populations, an 8-bed short-term stabilization program and a 6-bed treatment program, with shared common educational, recreational, vocational, and administrative spaces. The site should include approximately 55 parking spaces, including accessible and visitor parking near the building entrance, sallyport for stabilization transport, separate delivery entrance and secure yard space for youth outdoor activities. The facility will be hardware secure, tamper and ligature resistant, while incorporating evidence-based design principles for wellness and trauma-informed design. • The facility should be designed for the possibility of future expansion. • The site should be accessible, barrier-free, and customer-oriented, providing convenient parking, with access to public transportation preferred. • The proposed site must be free from all unmitigated environmental hazards. • The site must have proximity to fiber internet and phone service. • Occupants must not be within eyesight or sound of a correctional facility, or other neighbors not conducive to a therapeutic environment. • Outdoor areas should be visibly blocked from public view. • The site permitting preference is for sites appropriately zoned for residential youth programs/state use.

Budget estimate

$15,000,000 – $75,000,000

The budget for this project can be estimated based on the costs associated with designing, building, and leasing a secure treatment facility. Considering the facility size of approximately 22,000 square feet, with an allowance for 10,000 square foot future expansion, and the requirements for hardware security, tamper and ligature resistance, evidence-based design principles for wellness and trauma-informed design, the total project cost could be substantial. The cost of land acquisition, design, construction, and permitting could range from $10 million to $50 million, depending on the location, materials, and labor costs. Additionally, the cost of leasing the facility over a period of time could add to the overall budget. Based on these factors, a rough estimate for the budget could be between $15 million and $75 million.
