Description

The U.S. Marine Corps is seeking a contractor to disassemble, transport, and re‑assemble a McDonnell Douglas AV‑8B Harrier II jet from MCAS Yuma (AZ) to MCAS Cherry Point (NC) for restoration, and then from Cherry Point to the National Museum of the Marine Corps in Dumfries, VA. The contractor must develop detailed transportation plans, obtain all required permits, handle disassembly of wings and stabilizers, remove and palletize six pieces of inert ordnance, provide all tools and equipment, and execute over‑land truck transport for both legs. Delivery to Cherry Point must occur within 8 weeks of award, and final delivery to the museum no later than April 1 2027. The contract will be firm‑fixed‑price and requires the contractor to carry $500,000 insurance coverage. • Develop and submit transportation plans for Yuma → Cherry Point and Cherry Point → NMMC. • Disassemble wing, horizontal and vertical stabilizers; remove and palletize inert ordnance. • Provide all tools, equipment, and qualified personnel with required licenses. • Obtain all route clearances and permitting for over‑land transport. • Load, haul, and unload the aircraft and components using trucks and trailers. • Meet delivery milestones: 8‑week delivery to Cherry Point; final delivery by 01‑Apr‑2027. • Maintain $500k insurance and comply with strict security identification requirements for base access.

Budget estimate

$800,000 – $1,500,000

The solicitation does not disclose a contract value. Based on the scope—disassembly of a high‑value jet, removal of ordnance, two long‑haul truck transports, development of detailed transportation plans, insurance coverage of $500 k, and compliance with strict security and permitting requirements—a reasonable estimate for a firm‑fixed‑price award would be in the low‑to‑mid‑million‑dollar range. Factors influencing the final amount include distance (Yuma → Cherry Point ≈ 2,200 mi; Cherry Point → Virginia ≈ 300 mi), specialized equipment and tooling, labor with aircraft‑handling expertise, and insurance costs.
