(6) Decommissioned Marine Hulls

The U.S. Marine Corps is conducting market research to acquire up to six decommissioned marine hulls (190‑250 ft) located within the Philippines for use as floating targets. The contractor must provide the vessels, fully strip them of hazardous materials (fuels, PCBs, heavy metals, asbestos, debris), and tow them to a drop‑off point within 50 NM of Manila by 31 Mar 2027. The effort is turnkey, covering hull acquisition, environmental remediation, pre‑towing preparation, and offshore tow delivery, with required capabilities including local inventory, remediation expertise, towing resources, and berthing capacity. • Up to six hulls, 190‑250 ft LOA, located in Philippine waters. • Mandatory environmental stripping (fuel, PCBs, mercury, asbestos, debris). • Delivery includes tow to open‑ocean site 50 NM off Manila; deadline 31 Mar 2027. • Contractor must submit capability statement, inventory, remediation/towing plan, and ROM cost breakdown per hull.
