Vessel Removal and Disposal Services

The Los Angeles County Sheriff’s Department is seeking qualified vendors to provide as-needed vessel removal and disposal services. The vendors must have a minimum of five years of experience in hauling or removing vessels from waterways and providing short-term or temporary storage and disposal of such vessels. The vendors must also possess or have access to a hoist, sling, lift, or other haul out type device with the capability to legally remove vessels up to ninety feet in length and up to one hundred and twenty gross tons. The vendors must meet other minimum mandatory qualifications, including having a storage yard that meets specific requirements. The contract will be for an initial term, but the solicitation will remain open until the needs of the Department are met, and the contract may be reopened at the Department’s discretion to meet additional needs. The vendors must submit their statement of qualifications, and the Department will review them to determine if they meet the qualifications listed. • The vendor must have a minimum of five years of experience in hauling or removing vessels from waterways and providing short-term or temporary storage and disposal of such vessels. • The vendor must possess or have access to a hoist, sling, lift, or other haul out type device with the capability to legally remove vessels up to ninety feet in length and up to one hundred and twenty gross tons. • The vendor’s storage yard must meet specific requirements, including being located within a two-mile radius of the Department’s Marina del Rey Sheriff’s Station, having a locking system and fencing, having an alarm/monitoring system, being recorded twenty-four hours a day, seven days a week, and being enclosed and lighted. • The vendor must commit to providing emergency haul out of sinking vessels or vessels determined by the Department to be an environmental hazard within three hours of notification by the Department. • The vendor must not have unresolved questioned costs identified by the Auditor-Controller in an amount over $100,000 that are confirmed to be disallowed costs by the contracting County department and remain unpaid for six months or more from the date of disallowance.
