Description

The Military Sealift Command (MSC) is seeking information about the price and availability of a U.S. flag, ocean-going certified tug capable of towing a berthing barge from Joint Base Pearl Harbor-Hickam to Puget Sound Naval Shipyard, Bremerton, WA. The requirement is for one voyage, and the tug must meet specific requirements, including being built in 1970 or later, having a bollard pull sufficient to tow the barge at a minimum tow speed of six knots, and having internet and satellite phone capability. The contractor must also provide a comprehensive towing package, including a completed U.S. Navy Towing Manual Appendix H, steady state tow line tension calculations, and a sketch of the tow configuration. • The tug must be ocean-certified and have a valid Certificate of Inspection (COI). • The contractor must provide a lump-sum price, including up to 4 days at the destination site for customs/delivery, and a demurrage rate. • The contractor must also provide a transit plan, including route planning, number of days required to complete the tow mission, and identification of ports of refuge. • The contractor must comply with the U.S. Navy Towing Manual and all applicable regulations. • The contractor must also obtain the services of an independent marine surveyor (IMS) to act as a mediator between the Navy and the contractor.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is likely to be in the range of $500,000 to $2 million, based on the complexity of the tow mission, the distance involved, and the requirements for the tug and its crew. The actual budget will depend on the lump-sum price quoted by the contractor, which must include all costs associated with the tow, including fuel, supplies, and the services of an independent marine surveyor. Factors that may influence the likely payment range include the size and type of the tug, the experience and qualifications of the crew, and the level of complexity and risk associated with the tow mission.
