Description

The Department of Veterans Affairs is seeking market research on a fully managed Telephone Town Hall (TTH) service that combines a web‑based platform with integrated telephony for eight VA facilities in Texas. The contractor would provide platform hosting, toll‑free inbound lines, automated pre‑event invitation calls, live event specialists, real‑time dashboards, and post‑event reporting. The base contract period is one year with up to four additional one‑year option periods, and the scope includes a minimum of four events per facility per year (32 events annually) with capacity for up to 40,000 simultaneous participants per event. • Provide a turnkey TTH solution (software platform, telephony, staffing, support). • Deliver pre‑, day‑of‑, and post‑event services, including data ingestion, automated calls, live Q&A, polling, and detailed reporting within 24 hours. • Meet extensive VA security, privacy, accessibility, and AI compliance requirements (FIPS 140‑2/3, HIPAA, Zero‑Trust, Section 508, VA AI policies). • Maintain monthly progress reporting, corrective‑action plans for failures, and provide an Event Account Manager as the single point of contact. • Optional tasks allow additional events or increased participant capacity beyond the baseline.

Budget estimate

$2,000,000 – $5,000,000

Based on the scope (32 events per year, up to 40,000 participants per event, fully managed platform, staffing, reporting, and extensive security compliance), a typical managed service of this size for a federal agency could range from roughly $2 million to $5 million annually. The lower end assumes a baseline service with minimal optional tasks; the higher end assumes full‑option periods, additional events, and higher staffing levels.
