CMAR Owens Avenue Interceptor Phase 1 & 2

The City of Las Vegas is seeking a qualified construction manager/general contractor to provide Construction Manager‑at‑Risk (CM‑AR) services for the Owens Avenue Interceptor Phase 1 & 2 project, which includes roughly 3 mi of 72‑78″ sewer interceptor, 2.5 mi of reinforced concrete box culverts, utility relocations, and roadway improvements with pedestrian and traffic signal upgrades. The scope covers pre‑construction services (constructability reviews, cost estimating, material and method recommendations) beginning November 2027, followed by construction starting Q2 2028 and completing by Q2 2030. The total estimated project cost is $183 million (Phase 1 $88 M, Phase 2 $95 M). Applicants must submit a full proposal by 1:30 PM PT on 1 Oct 2026; a pre‑proposal conference is scheduled for 3 Sep 2026 via WebEx.
