The Erie County Department of Environment and Planning is seeking a qualified engineering firm to provide comprehensive design and construction‑administration services for the upgrade of the Elma Pumping Station and the installation of a new force main. The work is split into three phases: a FAST‑NY Track B pre‑development/30 % design effort, a full 100 % detailed design effort, and a construction‑administration/resident‑engineering/start‑up effort. The consultant will be responsible for site assessments, stakeholder coordination, preparation of permitting packages, detailed engineering drawings, bid support, on‑site construction observation, and post‑construction start‑up assistance.
• Phase I (FAST‑NY “Track B”) – site walk‑throughs, topographic and subsurface investigations, conceptual pump‑station alternatives, force‑main sizing, ESA studies, and “shovel‑ready” documentation.
• Phase II – complete contract‑ready specifications, shop‑drawing submittal schedule, permit acquisition, final cost estimating, and delivery of full AutoCAD design files.
• Phase III – bid‑phase support, construction‑admin services, resident engineering, O&M manual preparation, and first‑year start‑up/operation assistance.
The contract includes M/WBE and SDVOB utilization requirements, a 180‑day proposal validity period, liquidated‑damages provisions, and the expectation that the total project timeline from notice‑to‑proceed to final acceptance will be roughly 30 months.
