Description

The City of Crisfield is seeking a qualified engineering consultant to provide comprehensive planning, design, permitting, public engagement, bidding, and construction-phase services for the Southern Crisfield Flood Mitigation Project Phase I. The project aims to reduce chronic tidal and storm-related flooding in areas south of Chesapeake Avenue, including the implementation of wetland restoration at Gerald's Ditch. The selected consultant will develop a 30% preliminary design for a continuous flood protection system, coordinate with federal, state, and local permitting agencies, and complete full design, permitting, and bidding services for approximately 4.5 acres of wetland restoration. The consultant will also provide construction administration and full-time inspection services during the anticipated twelve-month construction period. Key aspects of the project include: • Development of a 30% preliminary design for a continuous flood protection system • Coordination with federal, state, and local permitting agencies • Public outreach and stakeholder engagement • Completion of full design, permitting, and bidding services for wetland restoration • Construction administration and inspection services

Budget estimate

$750,000 – $2,000,000

The budget for this project can be estimated based on the scope of work, which includes comprehensive planning, design, permitting, public engagement, bidding, and construction-phase services for flood mitigation and wetland restoration. The project's complexity, the need for coordination with federal, state, and local permitting agencies, and the requirement for construction administration and inspection services suggest a significant budget. Assuming an average cost of $500,000 to $1,000,000 for similar flood mitigation projects, the budget for this opportunity could be in the range of $750,000 to $2,000,000. Factors that may influence the likely payment range include the consultant's level of expertise, the complexity of the project, and the need for additional services such as surveying, geotechnical investigations, and easement preparation.
