Description
The Federal Railroad Administration, via the Volpe Center, is issuing a combined synopsis/solicitation to award a firm‑fixed‑price contract to Sharma & Associates, Inc. for the continuation of research on rail‑equipment glazing retention. The effort consists of five contract line items (CLINs) covering report finalization, development of a simplified finite‑element model, industry engagement, optional documentation of results, and optional enhancement/validation of the FE model. The contractor must submit pricing for each CLIN and a total amount. Deliverables include an anonymized FRA report, FE model presentation, industry‑engagement interim report, and optional detailed documentation and model validation. The period of performance is approximately 15 months, with quarterly status reports and monthly teleconferences.
