Description

The City of Bloomington is seeking a qualified planning, urban design, or municipal code consulting firm to prepare a modern, legally defensible Sign Code to be incorporated directly into the City's Zoning Code. The scope of work includes tasks such as project initiation, assessment of existing advertising sign code, draft sign code framework, and public engagement. The City requires the consultant to have expertise in zoning, sign regulation, and legal compliance. The evaluation criteria include understanding of the project, demonstrated expertise, qualifications and availability of project staff, experience with comparable municipal sign code updates, quality of deliverables, cost-effectiveness, and ability to meet the timeline. • The consultant will be required to submit a proposal that includes a pricing proposal, qualifications, and experience. • The City reserves the right to reject any and all proposals and to waive technicalities. • The consultant will be required to provide proof of insurance and comply with the City's contract compliance ordinance. • The City encourages minority-owned, women-owned, and veteran-owned businesses to participate in the proposal process.
