Description
The Anne Arundel County Public Schools (AACPS) seeks a qualified contractor to operate a pay‑and‑display parking program for two elementary school lots (Annapolis ES – ~49 spaces; Eastport ES – ~23 spaces). The contractor will collect all parking payments, install and maintain hardware, enforce parking rules, keep the lots clean, and submit monthly revenue reports. Compensation is a percentage commission on gross parking revenue and on any approved revenue‑enhancement initiatives; no fixed dollar amount is pre‑set. The contract runs until 30 June 2028 with three optional one‑year extensions, and may be expanded to additional sites at AACPS’s discretion.
• Operate and enforce pay‑and‑display services, including collection, equipment installation/maintenance, and on‑site staffing.
• Provide monthly financial reporting and propose revenue‑enhancement initiatives (dynamic pricing, event parking, etc.).
• Comply with extensive insurance, background‑check, data‑privacy, and security requirements; AACPS supplies utilities.
• Submit a full technical proposal (paper & electronic) and a separate sealed price proposal by 27 Mar 2026.
