Description
The Village of Johnson, VT is seeking a qualified engineering firm to provide full‑service design and construction‑management for the reconstruction of its wastewater treatment plant (WWTP) after severe flood damage. The consultant will work with FEMA, state agencies, and the Village to develop flood‑resilient designs, obtain permits, prepare bid packages, manage construction, and close out the federally‑funded project.
• Scope includes preliminary/advanced design, flood‑resilience analysis, code compliance, structural, mechanical, electrical, and hydraulic engineering.
• Deliverables: design drawings, specifications, cost estimates (OPCC), permit applications, bid documents, construction observation, progress payment reviews, as‑built drawings, O&M manuals.
• Project timeline: design phase starts late fall 2026, construction completed by Dec 2030 (≈4 years).
• Estimated total project cost ≈ $15.8 M; consultant compensation expected on a time‑and‑materials or NTE basis.
• Mandatory qualifications: Vermont engineering licensure, insurance, SAM registration, compliance with federal grant rules.
