Description

NYC Economic Development Corporation is seeking expressions of interest from maritime operators, vessel designers, logistics firms, and technology partners to develop an all‑electric or zero‑emission container‑on‑barge service (including tug) between the Brooklyn Marine Terminal (BMT) and the future Hunts Point Marine Terminal (HPMT). The service must be capable of moving at least 100 forty‑foot refrigerated containers per sailing, maintain onboard power for reefers, and be ready for operation around Q2 2030. The solicitation is an RFI; responses will inform future RFPs and procurement decisions. • Capacity: Minimum 100 40‑ft refrigerated containers per sailing, with power to keep containers refrigerated during transit. • Technology focus: All‑electric or zero‑emission barges and tugs; includes charging infrastructure and on‑board electrical systems. • Timeline: Service expected to launch circa Q2 2030, with design and engineering work commencing after the RFI response period (deadline 10/15/2026). • Eligibility: Strong encouragement for MWBE‑certified firms; NYEDC will assess experience and capability in zero‑emission maritime solutions. • Process: Questions due 9/10/2026; optional informational session 6/11/2026; final submission by 10/15/2026.

Budget estimate

$2,000,000 – $10,000,000

The solicitation does not disclose a budget. Based on the scale—operating a 100‑container electric barge service, installing shore‑side charging stations, and providing tug capabilities—similar municipal marine transport contracts range from a few million to low‑double‑digit millions of dollars over the service period. Assuming a multi‑year service contract (e.g., 5‑7 years), a realistic estimate would be between $2 million and $10 million in total contract value. Factors influencing the range include the extent of infrastructure investment, the ownership model (owner‑operator vs. service provider), and the inclusion of maintenance and staffing costs.
