The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) is seeking a contractor to conduct sled tests to evaluate a universal docking interface geometry (UDIG) wheelchair tie-down and occupant restraint system (WTORS) with an anthropomorphic test device (ATD) in a simulated train collision. The contractor will be required to conduct three to five dynamic sled tests to evaluate the effectiveness of multiple configurations and occupant protection strategies. The tests will be conducted using a crash pulse equivalent to an 8g, 250 ms crash pulse, and the contractor will be required to provide a test report that includes a written description of the test setup and implementation, data measured, and test results.
• The contractor will be required to develop a task management plan and a test implementation plan.
• The contractor will be required to conduct calibration test runs and dynamic sled tests.
• The contractor will be required to provide electronic data files from the tests, including test videos, test photos, and processed test data.
• The contractor will be required to prepare a draft and final test report.
The scope of work includes the development of a task management plan, a test implementation plan, the conduct of calibration test runs and dynamic sled tests, and the preparation of a test report. The contractor will be required to work with the contracting officer's representative (COR) to determine a mutually agreeable test date and to provide the COR with raw and processed ASCII data files from the instrumentation.
