Expression of Interest for the Albany County Harold L. Joyce County Office Build

Albany County is seeking proposals for the redevelopment of the 13-story Harold L. Joyce County Office Building in downtown Albany. The goal is to drive economic growth and enhance the area’s appeal as a business, residential, and leisure destination. Proposals should leverage nearby assets, including the MVP Arena, the Empire State Plaza, and the Albany Convention Center. The project should serve as a catalyst for additional investment and improved quality of life in the community. • The building is a 13-story brick office building with a bank of six elevators, containing nearly 152,000 square feet. • The site is located in southwestern Downtown Albany, NY, approximately ¼ mile west of I-787. • The County is open to proposals that include sale, lease, or other public-private partnership models. • Proposals should account for continued provision of certain County operations on site as lease-paying tenants. • The County reserves the right to reject any and all proposals received in response to this RFEI.
