Summary of the Village of Scotia ADA Self-Evaluation and Transition Plan RFPIssued by the Capital Region Transportation Council, Albany, N.Y.Date Issued: May 18, 2026
The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming within the metropolitan area that includes Albany, Rensselaer, Saratoga, and Schenectady Counties, except the Town of Moreau and the Village of South Glens Falls. The Transportation Council is issuing this Request for Proposals (RFP) to firms and individuals to prepare the Village of Scotia ADA Self-Evaluation and Transition Plan for Pedestrian Infrastructure.
This project aims to improve the accessibility of existing pedestrian infrastructure in the Village of Scotia and includes the completion of a Self-Evaluation and Transition Plan in a format that may be adopted by the Village. Recognizing that the United States Access Board adopted the Public Right of Way Accessibility Guidelines (PROWAG) in 2023, the Village of Scotia Self-Evaluation and Transition Plan will follow the PROWAG.
The study is being funded by the Transportation Council and the Village of Scotia through the Transportation Council’s Unified Planning Work Program. The study has a fixed budget of $23,000 for consultant services. The Transportation Council, on behalf of the Village, will administer the consultant contract and will jointly manage the study with the Village. The Transportation Council and the Village would like to see this study completed within 12 months of the date of contract execution.
