Notice of Intent to Sole Source: Butler Parachute Harnesses

The US Air Force is issuing a notice of intent to sole source the purchase of ten Butler low-profile parachute training harnesses from Butler Parachute Systems, Inc. The harnesses are required for use at the SERE school located at Fairchild AFB, WA. The Air Force Personnel Parachute Program Authorized Use List mandates that only Butler Parachute Systems, Inc. can manufacture and distribute the required harnesses. • The required harnesses are part number 11094 and meet Air Force requirements as stated in AFI 10-3503 and AFMAN11-301V1. • The government will continue to monitor the updated Air Force Instructions for future purchases to verify if competition is available. • Vendors that believe they can provide the items listed above are invited to submit substantiating documentation in writing to the identified point of contact.
