Description
The U.S. Army is seeking innovative, fully‑integrated automation solutions for the plating shop at Tobyhanna Army Depot. The solution must include hardware, automated parts‑handling equipment, and open‑architecture SCADA software to automate chemical electro‑plating, conversion coating, and overall shop operations across at least 12 distinct lines. Phase 1 requires a concept brief and a high‑level Rough Order of Magnitude (ROM); detailed engineering data will be released only to down‑selected firms in later phases. The goal is to reduce hazardous exposure, improve product quality, increase throughput, lower operating costs, and add safety monitoring.
• Scope: design and supply of modular automation cells, integration with existing cranes, pumps, PLCs, and utility systems; development of SCADA supervisory control platform.
• Deliverables (Phase 1): solution brief, conceptual architecture, assumptions, and a parametric ROM.
• Phase 2/3: detailed design, site walkthroughs, and formal RFSP (Request for Solution Proposal) with firm‑fixed‑price pricing.
• Key constraints: no site visits or detailed drawings are provided until later phases; tank sizes, crane capacities, and line counts are described only at a high level.
