Trash Implementation Plan Support

The City of Sacramento’s Department of Utilities seeks to create a pre‑qualified pool of consulting firms to support the Trash Implementation Plan and achieve Full Capture System (FCS) Equivalency by 2030. Qualified firms will enter into Master Services Agreements (MSAs) for up to $1 M per year (total program ceiling $5 M) and may be tasked with one or more of five specialty categories: hydraulic modeling, civil engineering design, environmental/CEQA studies, institutional control measures, and ordinance development/outreach. The work will be delivered over an approximate five‑year horizon via task‑order contracts, with prevailing‑wage and Local Business Enterprise (LBE) participation requirements. • Five distinct specialty categories allow firms to focus on hydraulic analysis, civil design, environmental permitting, institutional controls, or policy/outreach. • Up to $1 M per year per qualified consultant, total program ceiling $5 M, with contracts potentially lasting up to five years. • Mandatory LBE participation (minimum 5 % of contract value) and prevailing‑wage compliance; evaluation emphasizes experience, in‑house capability, and prior similar work.
