Description
This informal RFQ seeks a qualified consultant to update Cuyahoga County’s Urban County Slum and Blight Study in compliance with HUD CDBG requirements. The scope includes identification and mapping of slum/blight districts, data collection and analysis of housing conditions, socioeconomic trends, and infrastructure deficiencies, and delivery of a concise, visual final report ready for public comment and HUD submission. The contractor must have completed at least one similar study in the past ten years, provide three client references, and field a staff team with relevant experience. Deliverables are due by the end of May 2025 for public comment, with final HUD submission by mid‑July 2025; the contract also requires extensive insurance coverage (≥ $1 M‑$2 M) and adherence to County legal and ethical standards.
• Update and certify slum/blight designations per 24 CFR 570.208(b)(1)
• Produce GIS‑based maps, charts, and a “succinct, simple, visual, transferable” report
• Meet strict deadlines: qualification submission by 28 Mar 2025, draft report by 31 May 2025, County Council approval by 10 Jun 2025, HUD submission by 15 Jul 2025
• Provide three references, staff resumes, insurance, and requisite compliance documentation.
