FPB AGILE TEAM SUPPORT FOR MES

This contract calls for the award of an on‑site/off‑site agile development team (or multiple teams) to augment SCDHHS staff and build, test, and maintain the Medicaid Enterprise System (MES). The work is structured as a fixed‑price IDIQ contract with hourly rates submitted for each role; the rates are firm for the contract term and may be reduced but not increased. The contractor must provide all personnel, equipment, workspace, and must comply with HIPAA, security, and privacy requirements, including signing a Business Associate Agreement. Reporting includes sprint‑status updates within five business days of each sprint and monthly hour‑by‑hour reports. The contract runs for five years with two optional one‑year extensions. • Provide full‑time agile teams (Scrum Master, Product Owner, Developers, QA, Architects, DevOps, etc.) to support MES development and maintenance. • Deliver work under SCDHHS‑defined agile processes, submit sprint and monthly reports, and adhere to stringent HIPAA/BAA security standards. • Fixed‑price, hourly‑rate pricing; rates are firm for the contract life, with a 60‑day offer hold‑open and a maximum contract value historically not to exceed $30 M.
