Description
The Alaska Energy Authority issued Solicitation 23013 for engineering, design, licensing, and construction‑administration services for the Dixon Diversion component of the Bradley Lake Hydroelectric Project. The award is split between a primary and a secondary contractor, each receiving a $5 M term agreement with the possibility of extending the three‑year base period up to three additional one‑year terms, for a maximum ceiling of $40 M. Work will be task‑ordered via individual Notice‑to‑Proceed (NTP) and may include feasibility studies, conceptual design, regulatory planning, cost estimating, surveying, and project management. The solicitation required Alaska‑registered engineers and a current Alaska Business License, and emphasized a Fixed‑Price‑Plus‑Expenses (FPPE) payment approach.
• Scope covers hydrology, geotechnical, civil, mechanical, electrical, and environmental engineering, plus FERC licensing support.
• Primary/secondary award structure allows the primary contractor to receive most NTPs, while the secondary may receive none.
• Extensions allow the contract to continue through June 2028, providing long‑term engineering support for the region’s renewable‑energy infrastructure.
