On-Line Advertising & Auction Services for Tax Defaulted Properties

The County of Kern is seeking on-line advertising and auction services for tax defaulted properties. The vendor shall provide on-line advertising and auction services for tax defaulted properties for the Kern County Treasurer Tax Collector Department. The services will be on an "as required" basis for the County Treasurer Tax Collector. The agreement will be for a three-year period, with two one-year renewal options. The scope of services includes on-line advertising services, auction advertising, password feature, e-mail notification feature, pre-qualification of bidders, rejecting bids, withdrawing properties from auction, off-line bidding option, confirmation of successful bid, payments, bidder's instruction section, security, vesting, and marketing. • The vendor shall provide a secure online environment to protect the confidentiality of the data exchanged. • The vendor shall assign passwords to registered and pre-qualified bidders. • The vendor shall send e-mails to registered users and bidders upon the occurrence of certain events. • The vendor shall structure the auction advertising website to be conducted so as to inform potential buyers of certain relevant information concerning California property tax sales. • The vendor shall require potential bidders to acknowledge the receipt of this information as a precondition to bidding on properties. • The vendor shall provide a bidder's instruction section on the auction advertising website that sets forth certain information. • The vendor shall include a bidder's instruction section on the auction advertising website that sets forth the following information: this is a "buyer beware" sale, all sales are where is, as is, and final, you must be 18 years of age to bid, the minimum price should be listed on the website, auction start date and time, auction ending date and time, the Treasurer-Tax Collector's method of pre-qualifying buyers, the Treasurer-Tax Collector's right to reject bids for any reason whatsoever, the Treasurer-Tax Collector's right to withdraw properties from auction for any reason whatsoever, and off-line bidding procedures.
