Description
The Isla Blanca Park Utility Improvements Project is a large‑scale civil construction effort to upgrade water, sanitary sewer, and electrical utilities within Isla Blanca Park on South Padre Island, Texas. The work includes open‑cut trenching, installation of new PVC water and sewer lines, construction of precast concrete manholes, abandonment of existing brick manholes, pavement removal and replacement at road crossings and RV pads, fire‑hydrant installation, and associated traffic‑control and erosion‑control measures. The contract is bid on a unit‑price basis, with a total estimated cost of approximately $14.5 million. The County required bonding, insurance, background checks, and compliance with a suite of environmental permits (SWPPP, 401/404, TCEQ). The award went to MOR‑WIL LLC after a competitive, open‑competition RFP process.
