This solicitation seeks the procurement of three distinct training‑and‑safety items for Cuyahoga County’s Rescue Task Force: (1) twenty bolt‑conversion devices that render 5.56 mm M4/M16/AR‑15 rifles incapable of firing live ammunition while retaining safety functions; (2) two thousand “secure” 5.56 mm blanks compatible with M4/M16/G36 platforms, delivering a sound level between 139 dB and 145 dB and fabricated of brass or steel; and (3) forty clear, translucent magazines for AR‑type rifles, each with a minimum 30‑round capacity. All goods must be delivered to the County’s emergency‑management office in Cleveland, OH by June 30 2022, with shipping costs disclosed in the bid and no reimbursement for carrier‑only fees. The County will inspect all items upon receipt and may reject non‑conforming products at the vendor’s expense.
