Bids are to be submitted electronically by the deadline, and a non‑mandatory pre‑bid meeting will be held on‑site. • Scope: site prep, sediment/erosion controls, removal of pavement, drilling and pressure‑injection grouting (both cement and chemical), restoration of pavement and site, final clean‑up. • Location: Merimere Dike, Reservoir Road, Meriden, CT 06451. • Contract value: expected to exceed $100,000 (prevailing‑wage thresholds apply). • Schedule: work must be substantially completed within 120 days after contract start; pre‑bid meeting 9/17/2026; questions due 9/29/2026; bid deadline 10/6/2026 11:00 am. • Bonds: 10 % bid bond, 100 % performance and labor‑material payment bonds required. • Mandatory compliance: Davis‑Bacon Act, State prevailing‑wage, OSHA, anti‑kickback, Buy‑America, AIS, equal‑opportunity and non‑discrimination provisions. • Contact: Rawle Dummett, Purchasing Officer (city procurement office).

Budget estimate

$500,000 – $1,200,000

The bid package includes extensive site preparation, drilling of ~7,000 ft of grout holes, multiple water‑injection tests, cement and chemical grout placement, and full site restoration. Comparable municipal grouting contracts in the Northeast typically range from $400,000 to $1.2 million depending on soil conditions, material costs, and labor rates (prevailing‑wage premiums). Assuming an average unit cost for drilling and grout placement of $150‑$250 per linear foot and additional $200,000‑$300,000 for mobilization, permits, bonds, and overhead, the total contract value is likely between $500,000 and $1,200,000. The estimate reflects the high labor rates due to Davis‑Bacon requirements and the need for specialized equipment.
