Manele Small Boat Harbor Breakwater Repair, Lanai, Hawaii

The U.S. Army Corps of Engineers, Honolulu District, is seeking letters of interest from prime contractors for a potential design-bid-build construction solicitation for the Manele Small Boat Harbor Breakwater Repair project in Lanai, Hawaii. The project involves conducting maintenance repairs of the rubble mound breakwater by resetting existing stone in damaged areas and providing new stones as needed. The work will be completed using land-based equipment. Interested prime contractors should submit narratives demonstrating their experience with rubble mound coastal structure construction and/or repair, capability of constructing at a remote location, and acquiring and transporting large armor stone. They should also provide information on their bonding capability, UEI and CAGE CODE, and socioeconomic categories. • The project scope includes pre-mobilization activities, compliance with environmental requirements, mobilization, acquiring and delivering needed stone, repair of damaged areas, replacement of a concrete slab pedestal, and demobilization. • The estimated cost of construction is $5M to $10M. • Interested small business subcontractors should submit narratives demonstrating their experience and capabilities. • The government has established small business subcontracting goals, including 20% with small businesses, 5% with small disadvantaged businesses, 2% with woman-owned small businesses, 3% with HUBZone small businesses, 2% with veteran-owned small businesses, and 2% with service-disabled veteran-owned small businesses.
