Description
The Michigan Department of Corrections, through the Department of Technology, Management & Budget, is seeking qualified Construction Management firms to provide pre‑construction and construction‑management services for a capacity‑realignment project at two state correctional facilities (St. Louis and Oaks). The scope includes design development, site investigations, construction‑document preparation, assistance with bidding, and full construction administration for new high‑security housing units (approximately 176 beds at St. Louis and 240 beds at Oaks). The project budget totals roughly $130‑$140 million, with an anticipated design phase through 2027, construction start Spring 2028, substantial completion December 2029, and move‑in Spring 2030. Firms must submit a Qualification Questionnaire via the SIGMA VSS system by 2 p.m. ET on 19 Nov 2026 and may be invited to submit a full technical proposal after an interview process.
