The City of Los Angeles is issuing a Request for Qualifications (RFQ) to create or update its “Qualified List” of investment banking firms that will serve as co‑managers or senior managers on CAO‑managed debt programs. Firms submit a Statement of Qualifications (SoQ) by November 20, 2026. The SoQ must detail the firm’s experience with municipal bond underwriting, team qualifications, compliance with City policies, and indicate whether the firm seeks a senior‑manager or co‑manager role. Successful firms will be placed on a five‑year qualified list (renewable up to four one‑year extensions) and may be selected on a transaction‑by‑transaction basis to structure, market, underwrite, and remarket a variety of City financing instruments (lease‑revenue bonds, solid‑waste revenue bonds, wastewater system bonds, tax anticipation notes, etc.). The City will evaluate qualifications, diversity goals, financial capacity, and conflict‑of‑interest compliance before recommending additions or role changes to the City Council.
