Description

The County of Orange’s OC Waste & Recycling division is seeking qualified vendors to supply a broad inventory of native, container‑grown plants for environmental mitigation, restoration, and beautification projects at six County‑owned sites (landfills and a regional park). Bidders must provide line‑item pricing for each species, certify that plants originate from locally‑sourced seed or stock, include delivery to the specified site in the unit price, and meet strict quality‑acceptance standards. The solicitation is fully electronic; all bids must be uploaded through the OpenGov portal by the deadline. Small‑business preference deductions are available for certified Orange County local small businesses and disabled‑veteran enterprises. • Supply of native shrubs, grasses, trees, and other plant material (Tables 1‑10) with documented geographic origin (often within a 10‑mile radius). • Delivery to six specific landfill/park locations; delivery cost must be embedded in the quoted unit price and no separate charge is allowed. • Pricing is evaluated on a per‑item “lowest price” basis, with optional 5 % (or 8 % for dual‑certified) preference deductions for OCLSB/DVBE bidders. • Bids must be submitted electronically by March 11, 2026 (2:00 pm); questions are due by February 25, 2026 (2:00 pm). • Contractor must hold a California contractor’s license, D‑U‑N‑S, UEI, and relevant small‑business certifications, and provide insurance, W‑9, and conflict‑of‑interest disclosures within 7 days of award.

Budget estimate

$100,000 – $500,000

The solicitation does not disclose a total contract ceiling; however, based on typical plant‑supply contracts for multiple landfill sites, the County could order anywhere from a few thousand to tens of thousands of units. Assuming an average unit price of $12–$25 (including delivery) and a potential order volume of 10,000–20,000 plants, the contract value would likely fall between $120,000 and $500,000. Small‑business preference deductions could lower the effective price for qualified vendors.
