Description

Howard County, Maryland is seeking a qualified firm to supply healthy, container‑grown nursery stock for forest‑mitigation projects throughout the County. The contract covers a wide range of plant types—including trees, shrubs, and herbaceous species—provided in 2‑ to 7‑gallon containers, meeting ANSI Z60.1‑2014 standards, with a locally‑grown requirement (≥ 100 mi radius, ≥ 6 months prior to delivery). The supplier must maintain inventory for seasonal ordering windows, provide a one‑year warranty, and be able to deliver (FOB Destination, Inside Delivery) on an as‑needed basis. The initial term is one year with up to four optional one‑year renewals, and prices must remain firm for the first twelve months. Compliance with the County’s EBO subcontracting goals and related forms is required. • Provide container‑grown trees, shrubs, and herbaceous plants (2‑7 gallon) that are disease‑free, pest‑free, and meet ANSI standards. • Plants must be grown within 100 mi of Howard County for at least six months; proof of origin may be requested. • Supply a 75 % pine‑bark compost mix (20 % agricultural compost, 5 % sand, pH 5.2‑6.5) and water plants before delivery. • Maintain inventory to meet March‑April and September‑December ordering windows; deliver FOB Destination, Inside Delivery. • Provide a one‑year warranty, inspection certificates, and comply with the County’s Equal Business Opportunity subcontracting requirements.

Budget estimate

$100,000 – $500,000

No contract value is disclosed. Based on typical market rates for container‑grown nursery stock (approximately $30‑$150 per plant depending on species and size) and an assumed annual volume of 5,000‑15,000 plants to meet County mitigation needs, the total contract could range roughly from $150,000 to $2,250,000. Accounting for the one‑year firm price period and potential renewals, a conservative estimate for the first year is $100,000‑$500,000.
