Army Contract Writing System (ACWS) Sustainment, Support, and Enhancement

The Army Contracting Command – Rock Island (ACC-RI) is seeking a contractor to provide sustainment, support, and enhancement services for the Army Contract Writing System (ACWS). The ACWS is a web-based application that automates the contracting lifecycle, and the contractor will be responsible for modernizing the system, integrating intelligent automation and artificial intelligence, and providing continuous support. The key requirements include vendor accountability, IL6 secure contracting, virtual contracting enterprise refactor, and AI/API modernization and innovation. The contractor will be expected to provide a comprehensive solution that addresses all four requirements. • The ACWS is currently used by over 9,000 Army contracting professionals and has a large user base. • The system requires modernization to resolve technical debt and improve scalability. • The contractor will be expected to provide a solution that integrates with existing systems and provides seamless data flows. • The contract type will be FFP (with possible FPIF CLINs), and the contract award is expected to be made in November 2026.
