Description

The City of Santa Monica is seeking bids to supply and deliver Renewable Liquid Natural Gas (RLNG) made entirely from organic waste for commercial vehicles on an as-needed basis. The City is committed to maintaining a municipal bus line with the lowest emissions and highest sustainability possible. The successful bidder will be required to provide a steady and consistent supply of RLNG, with approximately 6 deliveries per week, and 24 hours' notice from order to delivery. The bidder must also provide full documentation for any and all credits or certificates generated as a result of this contract. Some key points to consider include: • The City's RLNG fueling station is located at 1620 6th Street, Santa Monica, CA 90401 • The station is used to dispense RCNG to transit coaches as well as medium and light duty vehicles • The City's station is comprised of two horizontal 30,000 gallon storage vessels, two single function RLNG pumps, and other equipment • The City currently operates 159 RCNG powered transit coaches and the RLNG supplies the RCNG fueling station for the City's service vehicles • The City prefers the highest amount of LCFS credits with the lowest price and the closest proximity to the City • Bidders must provide written proof of ability to furnish and deliver RLNG produced from biogas generated from landfills, municipal wastewater treatment facility digesters, agricultural digesters, or separated municipal solid waste digesters • Bidders must provide a minimum guaranteed biomass or biogenic content for the supplied RLNG and/or a supplier-specific emission rate for the biogas • Bidders must provide full documentation for any and all credits or certificates generated as a result of this contract under the California Air Resources Board's Low-Carbon Fuel Standard (LCFS) program • Bidders must propose a revenue share of applicable credits sold through arms-length transactions The City will evaluate bids based on factors such as price, quality of material or services offered, ability to perform the contract, and experience in supplying RLNG fuel to other transit customers.

Budget estimate

$1,500,000 – $3,000,000

The budget for this contract is estimated to be around $1.5 million to $3 million per year, based on the City's anticipated purchase of approximately 310,000 gallons of RLNG per month, at a price range of $1.50 to $3.00 per gallon. This estimate is rough and may vary depending on the actual price of RLNG and the City's usage. Factors that may influence the likely payment range include the price of RLNG, the City's usage patterns, and the bidder's ability to provide a steady and consistent supply of RLNG.
