Description

The Cumberland County Community Development is seeking a qualified design-build team to provide integrated preconstruction, design, permitting, pricing, trade partner/subcontractor procurement, and construction services for the Phoenix Place Permanent Supportive Housing Project and the Robins Meadow Transitional Housing Redevelopment/Expansion Project. The project includes two related components on a coordinated supportive housing campus: Phoenix Place, which consists of ten new single-family homes for permanent supportive housing, and Robins Meadow, which involves the redevelopment/expansion of the existing transitional housing program to exceed the current twelve units. The selected design-build team will be responsible for delivering coordinated, code-compliant plans and specifications, obtaining required permits and approvals, supporting NCHFA final commitment requirements, competitively and lawfully procuring/managing trade partners and subcontractors, and constructing the project through substantial and final completion. Key aspects of the project include: • Delivering a coordinated supportive housing campus that meets County program needs and integrates Phoenix Place, Robins Meadow, and 503 Old Wilmington Road into a functional and compatible development. • Completing all design-builder-supported NCHFA final commitment items for Phoenix Place before January 2027. • Maintaining separate cost tracking, schedules of values, invoices, documentation, and compliance treatment for Schedule A (Phoenix Place - state/federal funding) and Schedule B (Robins Meadow - local funding). • Maximizing unit yield at Robins Meadow while preserving community character and operational continuity, with a net gain beyond the existing twelve transitional units. • Providing accessible, durable, maintainable, and energy-conscious housing that complies with applicable Fair Housing Act, ADA, Section 504, State building code, local permitting, and NCHFA requirements. The project has an anticipated total budget of $9,083,715, consisting of $3,748,700 for Schedule A - Phoenix Place and $5,335,015 for Schedule B - Robins Meadow.

Budget estimate

$8,000,000 – $10,000,000

The budget for this project can be estimated based on the anticipated total budget of $9,083,715. Considering the scope of work, which includes design-build services for both Phoenix Place and Robins Meadow, the payment will likely be made in phases, with a significant portion allocated for construction costs. Given the budget breakdown of $3,748,700 for Schedule A - Phoenix Place and $5,335,015 for Schedule B - Robins Meadow, the budget may be structured to reflect these allocations. The actual budget will depend on various factors, including the terms of the contract, the design-build team's fees, and the costs associated with construction, permitting, and other project requirements. A reasonable estimate for the budget range could be between $8,000,000 and $10,000,000, considering potential contingencies and unforeseen expenses.
