PV/BES SYSTEM DEVELOPMENT COUNTY OWNED PARCELS - PARADIES LANE NEW PALTZ, NY

The County of Ulster is requesting Statements of Qualifications (SOQ) from photovoltaic (PV) and/or battery energy storage system (BESS) developers to develop and build a PV and/or BESS on County owned property in the Town of New Paltz, NY. The site, referred to as Paradies Lane, totals 57.3 acres. The County's priorities for the development of the Property are to increase renewable energy production and battery storage deployment, redevelop and repurpose brownfield sites, and generate renewable electricity on site to help off-set the energy consumption of other County buildings and facilities. • The site is subject to the regulation under the new NYSDEC Brownfield Program and a Remedial Action Work Plan (RAWP) has been prepared. • The County is seeking a developer with experience in identifying and utilizing public and private funding sources to achieve successful developments of this type. • The developer should provide evidence of their experience in similar projects and demonstrate their capability to satisfactorily meet the requirements outlined in the SOQ. • The developer should provide a planning-level cost estimate for the project and the funding sources that are expected to be part of the capital stack for the project.
