Notice of Intent to Sole Source - Microwave Sounder Pilot (MWS) Extension 2

The National Oceanic and Atmospheric Administration (NOAA) intends to modify an existing Firm Fixed Price contract with The Tomorrow Companies Inc. to extend the Microwave Sounder Pilot Study (MWS) data delivery period by an additional three months. This extension is necessary to provide NOAA and the National Hurricane Center (NHC) with sufficient near-real-time access to commercial MWS data to conduct operational testing, evaluation, and integration into operational systems. The proposed work includes delivering MWS data for an additional three months to enable NHC to perform modifications prior to the beginning of the tropical season. • The contract modification is for a sole source justification, with The Tomorrow Companies Inc. being the proposed source. • The extension is necessary to provide NOAA and NHC with sufficient near-real-time access to commercial MWS data. • The additional three months of data will enable NHC to perform modifications prior to the beginning of the tropical season. • The Joint Typhoon Warning Center (JTWC) will also use the additional data to perform similar assessments. • Continuous data access is essential to enable robust testing, evaluation, integration, and overall operational readiness.
