Description
The New Jersey Department of Education is seeking a qualified contractor to provide independent, longitudinal, mixed‑methods evaluation services for its federally funded Comprehensive Literacy State Development (CLSD) Grant. The contractor will develop the evaluation design, create data‑collection instruments, produce annual evaluation briefs, quarterly progress reports, a final comprehensive report, executive summary/policy brief, and deliver clean data sets with technical documentation over a three‑year contract period. The work is performed statewide, requires strict FERPA compliance, and must be completed within a $900 k ceiling.
• Design and implement a mixed‑methods evaluation framework, logic model, and work plan.
• Produce quarterly formative progress reports (12 total) and annual briefs (3) that track implementation and outcomes.
• Deliver final comprehensive evaluation report, executive summary, policy brief, and complete data packages by June 2029.
