RFI for W.A.T.E.R.S Modernization - Discovery and Analysis Project

The New Mexico Office of the State Engineer – Interstate Stream Commission (NMOSE/ISC) is seeking information from qualified vendors about their expertise and capabilities for conducting comprehensive discovery, analysis, and planning for the modernization of the Water Administration Technical Engineering Resource System (WATERS) database. The WATERS database was created almost 30 years ago for water rights administration and has several limitations, including an obsolete computer language, inflexibility, and lack of modern automated functions. The State Engineer seeks a Modernization Action Plan that outlines modernization options, cost estimates, and a phased roadmap of implementation. Respondents are requested to provide information about their company, experience modernizing legacy government systems, approach to migrating existing data, and experience with Laravel/PHP and ESRI geographic information systems (GIS) applications. • The WATERS database is used for water rights administration, including searching and viewing water rights files, issuing water right permits, and storing well construction data. • The database has several limitations, including an obsolete computer language and lack of modern automated functions. • The State Engineer seeks a Modernization Action Plan that outlines modernization options, cost estimates, and a phased roadmap of implementation. • Respondents are requested to provide information about their company, experience modernizing legacy government systems, approach to migrating existing data, and experience with Laravel/PHP and ESRI geographic information systems (GIS) applications. • The RFI is not a Request for Proposals, and a contract will not be awarded based on submissions.
