The U.S. Army Corps of Engineers Alaska District is conducting market research for a full‑scale replacement of the aging fire‑alarm system at Eareckson Air Station (Shemya Island, Alaska). The effort will transition from a legacy wired system to a modern wireless or hybrid addressable fire‑alarm architecture, addressing code compliance, harsh sub‑Arctic conditions, and minimal buried infrastructure. This RFI seeks industry input on design concepts, construction phasing, risk mitigation, and potential acquisition vehicles (FAR‑based DBtB or OTA‑based progressive design‑build).
• Replace ~45 existing fire‑alarm panels (most >25 years old) with a standardized Monaco wireless system across the installation.
• Perform demolition, RF coverage analysis, installation of wireless devices, gateways, and limited hard‑wired elements, plus integration with supervisory/monitoring capabilities.
• Conduct phased construction by building or geographic area, manage logistics for a remote island, and ensure compliance with UFC 3‑600‑01, NFPA 72, and cybersecurity requirements.
• Provide market feedback on design‑build strategies, cost‑certainty methods, and risk‑reduction approaches to shape the eventual acquisition strategy.
