Spaceport Development Program RFI

The US Space Force is seeking a Statement of Capabilities (SoC) from companies that can provide spaceport development services to support military utility for the national security space program. The SoC should address the required criteria, including evidence of a spaceport Federal Aviation Administration (FAA) license, a description of non-federal infrastructure and facilities, and a description of recent successful launches or plans to support a launch by the end of CY 2026. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, and task orders will be awarded based on mission needs and/or available Congressional funding for spaceport enhancements. Some key points to consider are: • The spaceport should have an existing FAA license for space launch activities. • The spaceport should be non-federally funded and have existing facilities that can process DoD payloads and provide launch services in support of the Space Systems Command Space Access portfolio. • The SoC should include a description of the spaceport's ownership and organization structure, including any state or local funding sources and the number of full-time and part-time staff and a summary of their duties and responsibilities. • The SoC should include a description of the types of launch (vertical/horizontal) for which the spaceport has an FAA license. • The SoC should include a description of spaceport facilities or infrastructure capable of supporting classified launch services at the secret level or above.
