Description
The City of Salina seeks a qualified contractor to provide comprehensive transportation, treatment, and disposal services for household hazardous waste (HHW) generated at its municipal HHW facility. The contractor must sort waste into detailed classifications, temporarily store it, provide lab‑pack documentation, recycle where feasible, recommend and implement cost‑effective disposal methods, and ensure full compliance with EPA and Kansas Department of Health and Environment regulations. Additional responsibilities include training City staff, handling unknown wastes, labeling, manifesting, and maintaining detailed cost accounting and record retention. The contract runs through the end of 2029 with a possible three‑year renewal.
• Perform sorting, storage, labeling, and manifesting of diverse HHW streams (e.g., aerosols, antifreeze, CFLs, corrosives).
• Transport waste to EPA‑approved disposal facilities, provide KDHE transport certifications, and return signed manifests within 30 days of each pickup.
• Supply training, on‑site testing (≤ once per year), and chemical analysis for unknown wastes at contractor’s expense.
• Deliver full‑service disposal plans, maintain KDHE approval, and retain cost records for three years post‑completion.
